Description of the Services DAPS provided

DAPS have been providing tender planning support to KN Networks Services since September 2011. DAPS produce tender programmes, methodology, risk registers and technical documents for design and build tenders for London Underground Planned Maintenance Frameworks and other stand alone rail tenders.

Client service

DAPS review the tender and agree a tender strategy with the client including the amount of time to be spent on different tender requirements. All tender documentation is produced to a level of detail that will allow quick handover to the delivery team on contract award as mobilisation times are short under the framework agreement. DAPS are able to provide a responsive flexible service in order to meet tight deadlines for their client. DAPS attend tender strategy, review and adjudication meetings at different stages of the tender as required. DAPS also attend client interviews and site visits. Information is shared and document control and revision control are used to ensure collaborative working with KN when working from remote locations. DAPS use their own quality control and monitoring procedures to manage this process. DAPS use their management expertise to produce tender method statements, access plans, logistics plans, health and safety plans, environmental plans, project assurance plans, design management plans, technical overviews, risk registers and programmes. DAPS also provide quantification of requirements for project staff, temporary works and site set up.

Value for money

DAPS have used their design and assurance management expertise to develop a tender Design Management Plan for KN which aligns with existing KN management systems and identifies processes for planning and defining scope and other aspects of design management. This plan allows design management to be integrated into the operational management processes of a project. This allows many aspects of design management to be carried out by members of the KN delivery team without a requirement for a full time design manager therefore reducing the overall management cost of the works. DAPS have used their planning expertise to produce the shortest achievable programmes reducing the overall price for works. DAPS produce resourced tender programmes which include design, procurement, construction and handover activities in line with tender constraints. Sequence of works and design activities are ordered to provide an optimal programme. Time risk allowance is allocated by agreement with the client. Time estimates are made for construction activities taking into account the labour resource, working space, access restrictions, working hours, other activities in the work area and set up and mobilisation activities.

Risk Management

DAPS use their project management expertise to produce risk registers for each tender. Risks are identified and rated. Recommended mitigation measures are then identified and detailed. The party owning the risk as defined in the tender is then identified. DAPS use their management and quality expertise to produce tender Project Assurance Plans. These plans detail the project quality and assurance processes for design, installation and handover of the project. The plans clearly identify the deliverables and responsibilities of the contractor and the client in line with the tender requirements. By providing clear definition of the processes DAPS reduces the risk to their client at tender stage and reduce the project programme risk associated with assurance and handover of new assets.

In summary, successful tenders require familiarity with all parts of the design and build process coupled with the skills of an experienced bid manager and expert planner. DAPS is able to provide this range of skills, typically from a single individual due to our insistence on multidisciplinary training of all our staff. We believe that it is only with these multiple competencies that an individual is able to capture and process all the knowledge required to generate a robust tender submission.
